 +All PC's will be mutants using the character creation rules from TMNT & Other Strangeness book.

 +===== Step 1: Attributes =====

 +Roll 3d6 eight times, if your result is a 16, 17, or 18, roll another 1d6 and add it to the total.  Then assign to your stats.  
 +
 +If you choose to roll "Down the Line" by rolling for each stat and keeping the roll, you may re-roll if the average is under 12 and add a bonus 1d6 to one stat under 10.

 +===== Step 2: Animal Type =====

 +Any standard animal from any TMNT or Hero's Unlimited book can be used, no aliens, extinct animal, or dinosaurs can be used.  Characters will not have OCCs, instead they can use the random tables to roll or select what mutant they would like to create. If you use the team option then Steps 2 and 3 will use the random table.

 +===== Step 3: Cause of Mutation =====

 +You **MUST** roll on this table because it determines your starting skills and gear.  The GM will work out a balance once all characters are created.

 +You will use the rules in place to create your initial character.

 +Based on step 3 rolls.

 +For skill programs use Hero's Unlimited 2ed.  You can use the Palladium Netbook of Skill 6.5 to choose time period appropriate skills.  The only Hand to Hand skill options available are Basic, Expert, Martial Arts, Assassin, Ninjutsu, Commando, and Karate.
