Teenage Mutant Ninja Turtles & Other Strangeness campaign set in the sunny state of California just after TMNT volume 2 starting in the year 2000. The mutant characters are part of the Alexander Institute, an organization dedicated to protecting humans with the aid of experimental creatures and technology that has escaped the confines of people that would do harm with it. The San Diego group is called Alexandria Group headed by Dr. Wex Finlay, a science and advanced technology expert, who has found a small team of mutants and a couple cyborg/robots to help form a team looking for those who would do harm to people using science and technology.
